Residential Parking Permit Program
The Residential Parking Permit Program (RPP) restricts public parking on most Resort Area residential streets (Rudee Loop to 30th Street) between 6 p.m. and 6 a.m. daily.
An active parking permit is required to legally park in these restricted areas during the posted restricted times and must be displayed. View the Residential Parking Permit Areas Map for enforcement areas.
Permits are license plate based. View fees and required documents below.
Note: All residential and guest parking permits expire on March 31 each year.
Cavalier Shores West Permit Program
Parking will continue to be limited to four hours in the 200 blocks of 43rd, 44th and 45th streets without a permit.
Virginia Beach City Council approved a three-year extension of restrictive public parking in the Cavalier Shores neighborhood in April 2023.
Permits are license plate based. Fees, required documents and how the program works are the same as the RPP program, except Parking Enforcement will issue any vehicle without an active residential, guest, or temporary permit a $20 parking citation if the time restriction is violated.

- To park on the street during restricted hours, residents in resort neighborhoods can create an account using the City's Permit Portal to purchase annual residential and guest permits online. The 72-hour temporary permit is free.
- The resident's account in the Permit Portal includes supporting documents to verify program eligibility, vehicle information, and resident contact information.
- Once the resident's account is approved by the City, the guest and temporary parking permits become available for purchase in the Permit Portal.
- The vehicle's license plate number is used to validate active residential and temporary parking permits.
- Actual permit decals are issued for the residential permits.

- Guest permits are hangtags that are placed on the vehicle's rearview mirror so parking enforcement can easily identify the vehicle as valid to park in the restricted parking zone.
- If you have a leased, dealer, or company owned vehicle that is not registered in your name or to your address, you may be required to use a guest pass.
- A physical permit/decal is not issued for the 72-hour temporary permit. Guest's license plate number must be entered into the Permit Portal. Approval is provided immediately upon creating the permit.

- Parking Enforcement reads all vehicle license plates in the restricted parking zone to validate all active residential and temporary permits.
- Parking Enforcement will issue any vehicle without an active residential, guest, or temporary permit a $70 parking citation during the restricted hours if found parked in the RPP area.
- Permits are nontransferable and may be revoked if it is determined the owner of the vehicle a residential permit was issued to no longer resides in the RPP area. The revoked permitted vehicle will be subject to a $70 parking citation if found parked in the RPP area.

If either of the above items have an address not within a designated RPP area, additional proof is required.
Two proofs of residency:
- Check with current address
- Rental agreement
- Dominion Energy bill
- Cox Cable or Verizon bill
- City Services Bill (Water/Sewer)
- Personal property or real estate tax receipt
- Payroll check stub
- Other current documentation verifying residency, subject to approval.
Valid residency documents are required before a permit can be issued. Documents can be uploaded online in the Permit Portal with your account.
The City will verify the submitted documents online. Once the application is approved, a residential permit and/or guest hangtag will be mailed to your residence.
- Residential and guest permits can be renewed and purchased through the Permit Portal starting March 1 each year.
- Permit extensions made after April 1 will require uploading supporting documents.
Employee Parking Permit Program
Active Employee Parking Permit holders can park in the Resort Area residential district and at any municipal parking garage or municipal parking lot seven days a week.
Businesses in the Resort Area can participate in the program by submitting a request with a valid business license for review to parkingpermithelp@vbgov.com. Once approved, employers will designated a representative to approve employee permit requests.
Each employer and employee will need to review the Code of Conduct to understand appropriate permit use guidelines and regulations.
If an employer does not participate in the online permit program, a Resort Area employee can request information and permit assistance by sending an email to parkingpermithelp@vbgov.com.
Employee Parking Permit: $10/month
- Employees of participating businesses (or employers*) may register and purchase permits through the Permit Portal monthly after employer approval.
- When requesting online, select employer's place of business.
- After request is approved by employer, an email will be generated requesting payment.
- Once payment is confirmed, registration is completed and parking can begin immediately.
- Parking permits are license plate based and are enforced by using the plate number to determine if the permit is active or expired.
- Physical permit decals will be mailed to the place of employment. It may take up to 7 days to receive.
- Permits are valid 30 days from purchase and cannot be purchased in advance.
- Parking with an expired permit may result in a $70 fine.
*Employers can self-create employee parking permits and have the option to make payments at their discretion.
- If a permit is only required for one month, an employee can simply allow the permit to expire with no further action.
- If an ongoing permit is required, the permit system will send a payment reminder email five days prior to expiration.
- Click on the payment link in the renewal email to extend the permit and make payment. The system allows account holders to keep the credit card on file in an encrypted format to make payments quick and easy.
- Employees with permits may park in City-operated parking garages at 9th, 25th and 31st streets and in City-operated parking lots at Rudee Loop, 2nd, 4th and 19th streets at no additional charge daily with an active permit.
- Permit holders will be allowed to remain in City-operated lots and garages past the 2:30 a.m. Note: Parking lots may be locked and, if so, the vehicle will not be allowed to leave until 8 a.m.
- Any vehicle left in any City parking space without being moved for more than three days will be deemed a stored vehicle and will be cited and/or towed.
- When parking in a City-operated garage, permit holders will take a ticket on entry to the garage and display permit on vehicle. Upon exit, license plate number, ticket and a picture ID will be presented to the attendant. The attendant will record the employee name, business name, and plate on the ticket. Attendant will verify the permit number/license plate and allow the vehicle to exit.
Parking is not guaranteed in these facilities. All parking is on a space-available basis. All garage rules and regulations must be followed. Parking in reserved or other clearly marked spaces will result in vehicles being ticketed and/or towed.
Seasonal Parking Permit
The Seasonal Parking Permit allows for unlimited reentry into the seven municipal parking lots at 4th Street, 2nd Street, Rudee Loop, Croatan, Sandbridge Market, Sandbridge Lot, and Little Island from April 1 to Oct. 31. This permit is not valid at municipal parking garages and on street metered parking spaces.
Available for purchase beginning in March.

Purchase online through the Permit Portal and provide all necessary contact and vehicle information. Once payment is confirmed, parking can begin immediately. Permits are license plate based. No physical permit will be issued.
Senior Citizen Permit
The City of Virginia Beach will provide any Virginia Beach resident 65 or older FREE parking in the 4th Street, Sandbridge and Little Island municipal parking lots after applying online through the Permit Portal. Once approved, parking can begin immediately. Permits are license plate based. No physical permit will be issued.
Commercial Parking Lot Permit
A Commercial Parking Lot Permit is required annually to operate a commercial parking lot in the Resort Area.
Must be renewed annually.

Submit a completed Lot Update Form and current license for review through the Permit Portal. All Commercial Parking Lot Permits will be mailed to the mailing addresses stated on the lot update form after payment is completed.
