The Residential Parking Permit Program (RPP) restricts public parking on most Resort Area residential streets (Rudee Loop to 30th Street) between 6 p.m. and 6 a.m. daily.
An active parking permit is required to legally park in these restricted areas during the posted restricted times and must be displayed. View the Residential Parking Permit Areas Map for enforcement areas.

Note: All residential and guest parking permits expire on March 31 each year.
Parking will continue to be limited to four hours in the 200 blocks of 43rd, 44th and 45th streets without a permit.
Virginia Beach City Council approved a three-year extension of restrictive public parking in the Cavalier Shores neighborhood in April 2023.
Permits are license plate based. Fees, required documents and how the program works are the same as the RPP program, except Parking Enforcement will issue any vehicle without an active residential, guest, or temporary permit a $20 parking citation if the time restriction is violated.
If either of the above items have an address not within a designated RPP area, additional proof is required.

Valid residency documents are required before a permit can be issued. Documents can be uploaded online in the Permit Portal with your account.
The City will verify the submitted documents online. Once the application is approved, a residential permit and/or guest hangtag will be mailed to your residence.
Active Employee Parking Permit holders can park in the Resort Area residential district and at any municipal parking garage or municipal parking lot seven days a week.
Businesses in the Resort Area can participate in the program by submitting a request with a valid business license for review to parkingpermithelp@vbgov.com. Once approved, employers will designated a representative to approve employee permit requests.
Each employer and employee will need to review the Code of Conduct to understand appropriate permit use guidelines and regulations.
If an employer does not participate in the online permit program, a Resort Area employee can request information and permit assistance by sending an email to parkingpermithelp@vbgov.com.
Employee Parking Permit: $10/month
*Employers can self-create employee parking permits and have the option to make payments at their discretion.
Parking is not guaranteed in these facilities. All parking is on a space-available basis. All garage rules and regulations must be followed. Parking in reserved or other clearly marked spaces will result in vehicles being ticketed and/or towed.
The Seasonal Parking Permit allows for unlimited reentry into the seven municipal parking lots at 4th Street, 2nd Street, Rudee Loop, Croatan, Sandbridge Market, Sandbridge Lot, and Little Island from April 1 to Oct. 31. This permit is not valid at municipal parking garages and on street metered parking spaces.

Purchase online through the Permit Portal and provide all necessary contact and vehicle information. Once payment is confirmed, parking can begin immediately. Permits are license plate based. No physical permit will be issued.
The City of Virginia Beach will provide any Virginia Beach resident 65 or older FREE parking in the 4th Street, Sandbridge and Little Island municipal parking lots after applying online through the Permit Portal. Once approved, parking can begin immediately. Permits are license plate based. No physical permit will be issued.
A Commercial Parking Lot Permit is required annually to operate a commercial parking lot in the Resort Area.
Must be renewed annually.
Submit a completed Lot Update Form and current license for review through the Permit Portal. All Commercial Parking Lot Permits will be mailed to the mailing addresses stated on the lot update form after payment is completed.
