The second phase of Nimmo Parkway VII project has limits from Albuquerque Drive to the western terminus of the "Sandbridge Road-Nimmo Phase VII-A" project.
This project will include a bridge spanning Asheville Bridge Creek and the adjacent flood plain/wetlands area.
The objective of the Nimmo Parkway Phase VII-B project is to provide a more reliable and flood resistant roadway for the residents and visitors of the Sandbridge Community. The City of Virginia Beach has identified the Nimmo Parkway corridor, formerly known as Ferrell Parkway, or False Cape Parkway, as a need since 1968.
Implementing transportation improvements to the Nimmo Parkway Corridor will provide a continuous connection from the southern reaches of Virginia Beach to Interstate 64.
Historically, the only public access to the coastal community of Sandbridge has been Sandbridge Road. Sandbridge Road is an approximately 5.4-mile long, two-lane roadway, with no breakdown lanes or shoulders that drop off on both sides into a roadside ditch. About 60% of Sandbridge Road is within the 100-year base flood elevation (ranging from 3 feet to 5 feet) and floods from the surrounding tributaries of Back Bay, making the road impassable.
In the event of an obstruction (flooding, vehicle crashes, fallen trees, etc.) that blocks the road completely making Sandbridge Road impassable, the only detour is currently through the high-security military facility of Naval Air Station Oceana-Dam Neck Annex, which can only be opened with permission from the US Navy. The Navy has advised the City of Virginia that this emergency access cannot be guaranteed when needed and therefore cannot be relied upon.
Based upon the unreliable conditions of Sandbridge Road and the increasing risk of flooding, the need identified for the proposed project is to provide reliable access and connectivity to the Sandbridge Community.
The goal of the project is to provide the Sandbridge Community reliable access to the City of Virginia Beach through use of an improved transportation corridor. Nimmo Parkway Phase VII-B would be a component of the overall Nimmo Parkway corridor between Lago Mar, Sandbridge, and the City of Virginia Beach.
