All Virginia Beach government administrative offices will be closed on Monday, Sept. 1, in observance of the Labor Day holiday. Waste Management services are not impacted since curbside collections and the Landfill and Resource Recovery Center do not operate on Mondays. Some City facilities will be open for business. Phase 1A: As of August 2025, the design consultant is incorporating the City’s review comments from the 30% design submittal and working towards 60% designs.
Phase 1B: Design is anticipated to begin in 2026.
This project is funded by CIP 100596.
This project includes design, property acquisition, private utilities, inspections, and construction of improvements to alleviate widespread flooding due to moderate rain events impacting the Church Point, Thoroughgood, and adjacent neighborhoods, along with portions of Pleasure House Road and Northampton Boulevard US13. Improvements may include new large storm drainpipe and structure improvements, stormwater conveyance channel improvements, channel maintenance clearing, outfall improvements, stormwater pump stations, roadway improvements, and a new stormwater management/BMP facility at the Bayside Recreation Center.
The improvements must be phased to prevent adverse downstream impacts:
Phase 1A - BMP and Church Point Drainage Improvements
Phase 1B - Pleasure House Rd and Northampton Blvd culvert improvements
