Purpose and Scope  

The purpose of this project is to construct a new four‑lane divided highway from Indian River Road to Kempsville Road, improving mobility, safety and overall traffic operations in the Centerville area. 

These upgrades will help address current and future congestion on a roadway that already operates over capacity and is projected to see significant growth by 2040.

Key elements of the project include:  

  • Intersection improvements at Centerville Turnpike/Indian River Road and Centerville Turnpike/Kempsville Road.
  • Addition of triple left‑turn lanes onto Indian River Road from Centerville Turnpike.
  • New sidewalks and dedicated on‑road bicycle lanes.
  • Landscaping enhancements along the corridor.
  • Relocation of existing aerial utilities to a new, consolidated overhead location.
