Project Status and Funding Source

This project has been in construction since late July 2023 with an anticipated substantial completion date of September 2025.

This project is co-funded by Public Works and Public Utilities with CIPs 100486, 100561, and 100563.

Project Scope 

This project constructs new and parallel storm drain system with additional larger curb inlets, along South Plaza Trail between South Rosemont Road and Presidential Boulevard, and along Presidential Boulevard to the Windsor Woods Canal (Thalia Creek). The parallel drainage system diverts runoff from Rosemont Road to the outfall at Windsor Woods Canal. 

This diverted runoff reduces flooding at the low area of South Rosemont Road. The new larger drainage system reduces flooding on South Plaza Trail and Presidential Boulevard within the area of construction. The project will also provide water and sewer betterments, repave the existing streets impacted by construction, and replace several damaged or impacted entrances and sidewalks.

Traffic Impacts and Awareness

  • Lane and road closures will be necessary to complete this work. Street parking within the work zone is not permitted to safeguard residents, the Contractor’s crew, and facilitate construction operations.
  • Detours will be marked with signage on site in advance. As work progresses, detour signage will adjust accordingly. Flagging operations may also be used periodically as determined by the Contractor and the work performed.
  • Silina Drive to Presidential Boulevard is the primary detour route.
  • Businesses between Rosemont Road and Presidential Boulevard (including the Windsor Woods Library and Fire/EMS Station No. 16) remain open in addition to residential access.
  • Please drive carefully, follow detours, contractor notifications and alerts, and traffic control operations to establish the best route relative to where the contractor is working at the time.
