The Public Works Business Center delivers centralized oversight and management for the administrative, financial, customer relations, human resources, payroll, and purchasing functions for the Department of Public Works.
The Business Office manages:
- The departmental financial structure
- Budgetary reporting for compliance with applicable City and State Codes
- Administrative directives and procedures
- Coordinates preparation of the department’s operating and capital budgets (including general fund, enterprise funds, internal service funds, special revenue funds, special service district funds, grant funds, and capital improvement program funds)
- Recruitment and hiring
- Job classifications
- Member training
- Disciplinary action
- Grievances
- Processes personnel transactions
- Market salary surveys
- Ensures compliance with responding to FOIA requests
- Document and records management
- Implements enhanced or new technologies
- Trains teams engaged in customer relations to enhance customer service
The Public Works Contracts Division provides support services for a variety of service and construction contracts within Public Works and ensures that the Department is in full compliance with all relevant federal, state, and local laws and regulations.
The professional staff reviews and processes a vast variety of contract transactions including
- Supporting purchase orders for Capital Improvement Program (CIP) funded work
- Receiving, reviewing and processing contract changes such as work orders and formal notifications for standalone construction and design contracts; processing work orders, change orders and formal notifications for Annual Services Contracts (ASC) for construction and design contracts
- Receiving, reviewing and processing hundreds of contract payment applications from contractors and consultants annually
The Public Works Contracts Division also assists the City’s Purchasing Division on solicitations for construction and design contracts by performing the procurement process for Invitations to Bid (ITB) for construction contracts over $100,000.00. Additionally, the Division provides advertising support for the Request for Qualifications for A&E Services.
Since the Contracts Division records all contract transactions, they maintain the contracts data base providing vital program and contract management information.
